LITERACY PROGRAMME

Total literacy campaign in Cooch Behar was approved by National Literacy Mission on 31st May 1991. At the beginning, Cooch Behar TLC envisaged a two phased Programme. The first phase was initiated in Nov. 1990 where one village in each Gram Panchayat and one ward in each Municipality was covered. on the basis of experience of the first phase, the second phase was scheduled to be launched in May 1991 and the two phases had been merged into one and after completion of its ground work, from District Level to GP Level, the TLC in Cooch Behar started with all seriousness from August 1991 and in the final evaluation in the month of June 1992, 306906 learners qualified (out of total 429442) and finally at the external evaluation of PLP held by SRC Bhubaneswar, Orissa during July 1999, 60% of the total learners, i.e. 276203 came out successfully. Cooch Behar stood first in female literacy decadal growth as per census 2001 (from 33.31% in 1991 to 57.04% in 2002).
