# Basic health project in collaboration with GTZ            .

            GTZ supported pilot initiatives on BPHC level in seven districts. The project shall try to promote functional improvement in particular areas of basic health care provision and to learn from 'small scale' experience. These learning lessons may then be fed back to other health facilities and possibly replicated or discarded depending on their success.

            The envisaged support for Dewanhat BPHC concentrates on Health Information Management by providing computing and communication equipment as well as training. They have learned from having given similar inputs to Changrabandha BPHC that this kind of intervention can help to stimulate and further improve documentation and reporting as well as facilitate communication in general.


Note : 'BPHC' implies Block Public Health Center.

# SHSDP - II,  for Secondary Hospitals            .

         The following hospitals are covered under the project :
1. MJN Hospital, Cooch Behar
2. Tufanganj SD Hospital
3. Mathabhanga SD Hospital
4. Dinhata SD Hospital
5. Mekhliganj SD Hospital
6. Haldibari Rural Hospital
         The details of activities undertaken under the project at different levels are given at subsequent pages. However, the important land marks of the project are given below in detail :-

A) Sanitation & waste disposal in project hospital :

        The scavenging and cleaning works outside the Wards of Project Hospitals has been entrusted with private agency under contractual arrangement. This district has been pioneer in starting such works. The hygiene and cleanliness has significantly improved since the work has been assigned to the private agency. Vats have been constructed in all project hospitals. Red and black bins have been placed for different categories of wastes as part of waste management.
       Security guards have been deployed at the main gates of the Wards to restrict the visitors after visiting hours.
       Scientific dumping ground for disposal of different cartegory of waste generated in the hospital has been constructed for Dinhata Hospital and at Tufanganj SD Hospital it is under construction. For other project hospital it is under process.
       In addition to these activities, the following activities are being taken project hospital for providing better services and improvement of facilities in the hospital --

  1. Sulabh Complex with facility for pay-n-use toilet/bathroom has been constructed by Sulabh International in all the Project Hospitals except Mekhliganj.
  2. A Garden has been set up with the help of Social Forestry Division inside the hospital compound of District Hospitals.
  3. Planned Visitors' Shades to be constructed for convenience of the patients coming to OPD to all the Project Hospitals.
B) Improvement of Quality of Services in Project Hospitals :

        Following actions have been taken to improve the quality of services in Project Hospitals :-

  • A system of systematic and regular monitoring of the activities of all the Project Hospitals has been introduced through District Health Committee and Sub-Committee.
  • Meet the day-to-day demand of patient & doctors, all the Project Hospitals have been provided with additional supply of medicines, consumable articles, equipments, lab reagents and X-ray films, etc.
  • Shortfall of manpower of different category including the specialist has been met with by way of contractual engagement.
  • Fund has been placed to the superintendent of all the Project Hospitals for minor repair and procurement for emergency purpose & smooth running of hospital activity.
  • Ambulance services have been improved by way of providing two (2) ambulances at district hospital and one for each h of the SD & rural hospitals. This ambulance service is maintained with the help of Municipality and run on no-profit-no-loss basis and their demand is increasing day-by-day.
  • Intercom, Fax and Photocopier machines have been provided to all the Project Hospitals to improve communication and efficiency of service.
  • To meet the power cut, Generator has been provided to all the project hospitals on hire.
  • System of User-charge has been introduced to all the project hospitals. 30% beds has been converted to paying. Charge of OPD ticket X-ray, Lab-test have been introduced.
  • Needle cutter has been provided in all the project hospitals and is on use.
  • All the project hospitals except Dinhata hospital has been provided with modern morgue. Action has been taken to construct the same for Dinhata within a short time.
  • Identity Cards have been provided to all the staffs of project hospitals.
  • The duty-roster of doctors, diet-chart and list of available medicines are displayed in all project hospitals.
  • Complaint and Suggestion Boxes have been installed in all the project hospitals.
  • Referral Chain has been introduced in all the project hospitals, BPHCs, and PHCs.
  • Referral Card has been introduced to all the project hospitals, BPHCs, and PHCs.
  • A system of regular training and updating of knowledge of all category of doctors & staffs have been undertaken.
  • To improve the quality of reporting system (HMIS), one staff has been entrusted with the job, in each project hospital and the process is on the way to convert the system into a computerized one.
C) Status Report on Civil Works :

        The execution of Civil Works in different Project Hospitals is at different stages of construction. The detailed report (up to 31-DEC-2001) in this respect is furnished below :-
