By 2010, the West Bengal mulberry silk industry would like to have 2(two) distinct production lines. The first one is strengthening of the existing multivoltine based cross-bred silkworm rearing while the second would be to encourage development of bivoltine based warp grade hybrid silk mainly through the organized network of progressive farmers. While the farmer will continue to promote the cause of poverty alleviation, employment generation and subsistence farming, the later would go on commercial line. The emphasis will actually be on the vertical growth through productivity and process improvement.

As regards non mulberry (Muga) it proposes for development of integrated farming system for host plants, encouraging private graineurs to enhance dfls supply, establishment of economic plantation of M bombycina (Som) under social forestry programme in the district, thrust on post cocoon aspects, encouraging use of motorized reeling cum twisting machines/ spining wheels and increase productivity and efficiency of women users.

Thus, the goal of perspective planning is to place a sound and sustaining system that not only facilitates bulk production of quality silk but also helps the industry to be more professional and commercially viable at each stratum in Coochbehar.

PRESENT STATUS OF MUGA CULTURE  AT  COOCH BEHAR

Muga culture i.e. Muga silkworm rearing, silk reeling and weaving are of recent introduction at Cooch Behar, the far off district of West Bengal in comparison to age old tradition of Assam. Under the joint patronization of the State Govt., Central Silk Board and the NGO it has been recorded significant progress since its introduction during the early nineties. At present, there are about 350 families involved in Muga culture at Cooch Behar with an extent of 375 acres of Muga host plantation, the bulk of which has been established under CDP during ninth/tenth Plan period. The meager consumption of 6400 nos. dfls by the rearers during 1998-99 is escalated to the tune of 42000 nos. during 2005-06.

Proportionate increment in the production of cocoons is recorded to 10.72 lakhs from 1.67 lakhs during last 5 (five) years. It results in sizeable annual turnover of Rs.7 lakhs (approx.) at Coochbehar during 2004-05. At present all the reeling cocoons are being converted into twisted muga yarn in the district itself which in turn is disposed to traders from Assam and WB @Rs.3600 to Rs.4000 per Kg depending on quality of yarn. Considering its demand in the market, Muga silk weaving has been introduced in Coochbehar in smaller scale very recently. The production of muga yarn is expected to increase greatly at the end of Xth plan period while all the plantations made under early CDP would attain optimum rearing capacity.

Under the existing practice, where the investment by individual farmer is minimum and with the involvement of family labour, the return from Muga culture appears more than satisfactory. At present the net income from Muga culture consuming 1(one) acre of land comes with Rs.13,700 - Rs.15,000 per acre per annum. It is thus hoped that the new millennium would beckon a golden hope in overall development of non-mulberry sector and elevate the economic status of those down trodden people who are directly or indirectly engaged with this avocation at Cooch Behar. A special Cluster Area Development Project for Muga Sericulture is launched at Cooch Behar with the financial assistance of Rs. 69.88 lakhs jointly from the Central Silk Board, Govt. of India and DOS, West Bengal during 2006-07. It aims at effecting all-round development of Mugaculture at 8(eight) blocks of Cooch Behar both in pre and post cocoon sector where a total 270 nos. of farmers, 35 nos. of private graineures and 50 nos. of reelers are to be involved.
